Is the anti-virus live and fake internet explorer warning the same virus and also what is the best way to remove them/ it?

I have tried everything from Avast, Spybot and Ad-Aware SE to remove it? All of these softwares states that it has removed it. However, it keeps coming back. What can I do? This is driving me nuts. Please provide me with a free software to remove this virus. Thank you!
